Abstract

The Paper emphasizes the need, when making the law, to take into consideration the conditions in the field that is regulated as well as the need for analyzing the matters to be regulated and the need for the user to obligatory uncover the policy to the legislative body when applying the law. With this regard, review of particular current situations in the Republic of Macedonia is provided as well as the role of administration in the lawmaking process.
