The purpose of this paper is to analyze the Regulation (EU) No.524/2013 (regulation on consumer ODR). This Regulation is designed to work in conjunction with the Directive 2013/11/EU (ADR Directive). The focus of this paper in on the Regulation (EU) No.524/2013. Rapid development of electronic commerce needs fair, fast and cost effective dispute resolution mechanisms. ODR is that new generation of dispute resolution. The paper consists of introduction, three parts and a conclusion. The paper begins with a brief presentation of the factors that affect the appearance of ODR and understanding of what is meant by ODR. The first part analyzes the background of the adoption of Regulation (EU) No.524/2013, its objectives and scope of its application. Subject to the legal analysis in the second part is the creation of the ODR platform and its functions. The third section presents a comprehensive review of ODR process in all its stages. The conclusion will include assessments of the issues analyzed and will try to answer the question is this ODR Regulation an appropriate legal framework. The methodology used in this paper is essentially a descriptive analysis of data obtained from secondary sources.
