The reservation policy is a scheme of equitable distribution of the very scarce social positions and educational and employment opportunities, determining status, power and privileges in the society because of the intelligence and talent are not the monopoly of a few social groups. In the present case, reservations based on caste are the most effective, cost-efficient form of affirmative action plan of the India. But, the conservative casteist mindset is responsible for non implementation of reservation policy even after 66 years of independence. This paper presents the evolution of scheme of reservation policies in employment and job promotions in Universities and other grant in aid Institutions and centers in India and tried to explain all the circulars of government of India related to the reservation policy since independence. It also focused on the evolution of reservations in scientific and technical posts. This paper also reviewed all the circulars related to the institutional, procedural and miscellaneous safeguards and policies of NCSC, NCST, Liaison officer, parliamentary and various committees, special programmes at various levels for Scheduled Castes and Scheduled Tribes in India. Finally this paper provides relevant suggestions for effective implementation of Reservation Provisions and Safeguards in Employment and Promotion of Scheduled Castes (SCs) and Scheduled Tribes (STs) in Universities and Institutions in India.
