MGNREGA gives social protection for the most vulnerable people living in rural India and empowerment of the socially disadvantaged, especially women, schedule caste, schedule tribes through the process of right based legislation. An attempt has been in the present study to examine how for MGNREGA has lead to social inclusion by providing employment opportunities to SCs, STs, women and vulnerable section of society & asset creation for sustainable development. The present study has confined itself to Kathua and Jammu district from the J&K state. Kathua district has eight blocks and Jammu district also has eight blocks Out of these three blocks from each Kathua and Jammu district has been chosen through cluster sampling. From each block two villages has been selected randomly where NREGA has been implemented. A sample of 20 beneficiaries from each village has been selected. Primary data has been collected through personal interview method with the respondents in a well structured questionnaire. If the policy programme design and implement using information from social protection and run the application of social exclusion which ensure the policy programme tackle the drivers of exclusion and give subsistence support to vulnerable people. FINDINGS OF THE STUDY In survey area MGNREGA had provided employment to vulnerable group of society but not provided 100 days job guarantee to who are willing to do jobs under this scheme. In some cases wages were not given after the completing of work and unemployment allowance which is another safe guard of this scheme not provided. Participation of women in study area is only 7percentage which is lower from secure in NREGA.
