Abstract

One major trend with the assumption for development is globalization. The world is fast becoming one independent global marketplace. To remain competitive in globally changing environment HRD Climate and OCTAPACE Culture are becoming important for all organizations. Positive HRD Climate boosts not only HRD Mechanisms in the Organization but also includes two more dimensions, General Climate and OCTAPACE Culture. HRD Climate is different in every organization. Every organisation should maintain and develop climate so that the employees feel motivated and attracted towards the organisation. At the same time, Total Quality Management should be sustained in the organisations so that the endeavours to install and make a permanent climate in which an organization continuously enhances the overall quality of products and services offered to the customers. The current paper carries the purpose to assess the awareness of TQM program in the local government bodies and to understand the significance of OCTAPACE Culture in the local government bodies. Meanwhile this paper is an attempt to map the linkage between OCTAPCE Culture and TQM in the organizations.
