It is little more than half a century ever since the government initiated a planned development of higher education in the country particularly for the SC/ST categories. Thus early 1950’s is an important reference points from which one could look back at the progress of higher education in SC/ST people. Several issues are there which are been concentrated like higher education but among those relating to Access, Equity and Quality are the most important. Demystifying the academic achievement gap between higher class students and students of other minority groups, SC/ST has been an increasingly appealing topic in the literature on “model minority.” However, previous quantitative analysis of cross-cultural research data are plagued by methodological problems such as use of invalid instruments, inappropriate significance levels, unrepresentative samples, and outdated databases. This project discusses the emerging need of higher education in computer technologies for SC/ST people and the directions in further advancement of their life. This study seeks to improve the academic skills and linguistic proficiency in computer subjects and raise the level of comprehension of technology knowledge so as to provide a stronger foundation for further academic work and in their career.
