Abstract

Keeping in pace with the advancement in technology and economy, terrorism also has advanced. It is taking different shapes and forms at different times thus leading to crisis situations in the country/location of attack. It is clearly seen after 9/11 attacks; no country can claim to be 100% safe. The impact created by a bomb blast or a natural calamity like flash floods are far reaching and involves, the lives of the innocent. In many cities, there are IT parks and clusters of industries operating in one locality, spanning a few square kilometers in the city. Irrespective of the amount of security deployed, threat possibilities exist in these companies. The vulnerability is high due to the huge number of people involved apart from the movement of vehicles and other logistics in these places. There are no proven methods to deal with these, though, by experience one can deal with it diligently. This paper is about threats, the resulting crisis situation in general and it proposes a model to deal with the situation, in a planned and systematic manner. The paper describes a system or procedure that needs to be set up to handle crisis situation, which in a way forms part of a “soft” infrastructure. A concerted attempt by the local authorities, the companies located in the area, industry body or associations etc need to come together to form and work out detailed plans. This paper provides a framework for such an act. The model could be further explored for implementation using PPP model anywhere.
