According to the need to get rid of the national economy's dependence on oil revenues and to strengthen the national production and national economy through the implementation of procedures based on production by activities of manpower production factors and capital in the country, considering issues such as the effectiveness of in-service training courses, empowering, and thereby improving efficiency and productivity in organizations are necessary and inevitable. With such a background, the impacts of the effectiveness of organizational in-service training courses on the empowering improvement of the trained staff of the Central Insurance of Iran are investigated. The data collected through questionnaires, for 160 people, are analyzed using structural modeling approach and Smart PLS software and the final model is presented. The research results show a proper fit of the model based on the influences of effectiveness dimensions of the in-service training courses on the empowering improvement of the trained staff of the Central Insurance of Iran. In other words, in order to improve the employee's empowerment, the results of the in-service training courses such as increasing productivity, competencies and skills (behavioral and attitudinal), job knowledge increment and increasing in activity's quality need special attention. These dimensions are also ranked using Friedman test and it was found that the highest rank is for job knowledge increment and the lowest one is for activity's quality.
