Abstract

Research on motivation in government organizations or institutions in China is so far limited, which is unfortunate. A lot of research on this subject has been conducted in more developed countries on this subject, but one should acknowledge that the context and background are not the same. Since some characteristics are different proposed suggestions are not working or are not practical and as such, are of small value.

Therefore, this paper endeavors to clearly analyze the local circumstances and to provide actionable suggestions. It studies the different aspects of motivation in the local context and then, it identifies gaps, on which recommendations on improvement are based. The study, which involved respondents from the Congolese Office of Control, revealed that motivation factors are present in the public service sector, though some measures should be employed in order to raise the overall levels of motivation in the organization. The study provides suggestions and recommendations for improvement of the same.
