Abstract

Nowadays, paying attention to development capacities within urban areas is accepted as a new practical policy in the area of urban planning. This attention, especially with the expansion of the concept of sustainable urban development, in which effective and sustainable use of development capacities left within cities, has got great importance. Neighborhood development indicates a process based on which the capital that society is potentially able to gather and use increases so that to improve the quality of their people lives with their help. The aim of this research is evaluation of the capabilities of old neighborhoods of Zabol city to use the present potentials. Library-document research method and survey-field method was used in this research and in order to analyze the present condition, capacity-evaluation was used. To analyze model data hierarchical AHP model was used. The research results shows that the in-use ground with score 0.150 has the most capability and potential and after that the ground with extraction capability with score 0.150 is placed in the second raw and the lowest potential belongs to electricity factor with score 0.059.
