Maskan-e-Mehr project, as one of the outstanding projects of the 9th and 10th governments of Iran, is one of the huge civil projects which consumed big bulks of physical and financial resources, and large human resources to solve the homelessness problem in Iran, and hence the estimation of this project's productivity could be an appropriate criteria for its evaluation.Therefore, in this research the productivity of the towns with more than 25 000 population in Sistan & Baluchestan province of Iran in the implementation of Maskan-e-Mehr project in the 2011 and 2012 is measured by the application of Malmquist Productivity Index (MPI). In this research the applied variables as inputs are human resource, physical resources, financial resources and on the hand the number of the constructed homes and its job generation are considered as the out puts. The results of the current research revealed that in the implementation of Maskan-e-Mehr project the towns of Iranshahr, Chabahar, Zabol, Zahedan and Saravan have had a progress and Khash and Konarak have had a lag in productivity.
