Empowerment refers to a process whereby the manager helps the employees to achieve the necessary ability to make decisions on their own. In the mechanical approach, empowerment is known as authority delegation with clear limits and precise responsiveness which heightens the managerial control. The present research has investigated the role of information and communication technology (ICT) in empowerment of Kerman Land registration administration employees. For this purpose, besides reviewing the subject's literature and background, we designed a questionnaire and distributed it among the sample after its face validity was confirmed by experts. The data were determined and tested by Regression Test and Friedman Analysis Test. The results reveal that the use of ICT in Kerman Land registration administration can account for the employees' empowerment changes up to 7.6 percent and that there is a positive and significant correlation between them. It was also shown that the empowerment level of this organization's employees is greater than the average and that their empowerment in the dimension of effectiveness with the mean of 3.81 is higher than the other dimensions of empowerment and that in the dimension of trust with the mean of 2.93 is lower than the other dimension of empowerment. The organization managers are required to codify an appropriate program and follow a good strategy to make use of the technological capabilities in empowering the staff.
