In a borderless world the issues that individuals, societies and nations face is changing widely. Is innovations a progressive economic activity adding to economic development? Over the past five decades generation of innovation process has been growing steadfast. The study would like to examine the gap in expenditure pattern on research and development with special emphasis in India. How are the various sources competent in research and development allocation?. Has the pattern of expenditure with economy's national and domestic product grown? How is the relationship on a year on year progress on research and development expenditure? How is the expenditure related to dynamic indicators like pricing and development. Has structural changes brought about innovative participation and progress in India?. What does the association reveal? To sustain the progress what best practices need to be adopted? An attempt is made by the researcher, to probe and investigate onto the above mentioned issues. Based on the data analysis on the expenditure pattern for research and development is undertaken for the study period from 1948–2015. To create a sustainable economy among competing blocks, India needs to assess the growth of allocation on research and development, in order to keep up the pace with global environment. The challenge for sustainable development demands increased innovation, expenditure allocation on research and development, that should be accounted to one half of the gross domestic product. From the national perspective there is deteriorating allocation for research and development.
