Identify the Factors Affecting the Professional Ethics of Government Organizations Managers from the Perspective of Employees Ministry of Agriculture (Line Complex of Arian Babolkenar)

Abstract

In this study, the most important strategic principles that the reasons of professional ethics in business, the reason of organizational requirements to ethical managers, the share of professional ethics in organizational life and success and the critical role of ethics in the future of organization with the functional components of professional ethics that include: responsibility, restoring confidence, trusteeship and using justice were discussed. This research is descriptive-survey. The statistical population is 185 people, which includes all employees of Line poultry breeding complex of Arian Babolkenar. The sample size is 125 participants based on Kersy Morgan's Table of which 120 men and 5 women of employees were determined. Sampling in this research is stratified random. In order to meet the hypotheses, a self-made questionnaire was used to collect the field data which is designed based on Likert scale. It includes questionnaire 24-items with four dimensions of the factors affecting the professional ethics of managers based on a range of six options (none, very low, low, medium, high and very high. To determine the validity of the questionnaire was conducted a pilot test on 41 people that obtained alpha coefficient is equal to 97%, which represents the necessary reliability and validity to run the questionnaire. To analyze obtained data in addition to use descriptive statistics, inferential statistics (t-test) and software SPSS, have been used. The results based on main hypothesis show that: Considering that the calculated T-test is equivalent to(−6/054) and significant level is equivalent to (0/000) there is a significant difference at a confidence level of 99% (α= 0/01), between the scale mean (2/5)and the result mean(1/88), because the significance level is less than 0/01. Since the result mean is lower than the scale mean, it can be said that professional ethics affects the performance of government organizations managers lower than the average. In other words, all the main and sub-hypotheses of the research were rejected because of the significant difference between the opinions of the respondents (H1) and the null hypothesis (H0) was confirmed with a maximum confidence of 0.99. It can be said that the indicators (responsibility, restore confidence, doing justice and trusteeship) did not have much effect on the professional ethics of managers of government organizations and indicates lower than the average level. It seems that success in increasing management work ethic needs cultural infrastructure in this field. It is necessary to pay special attention to the worthy choice of managers by senior managers and being professional of elected managers, development of managers ’consulting, training and development of organizational ethics.
