The overall objective of this study is to provide a comprehensive model for the pathology of the car tax service outsourcing in the Sistan and Baluchistan province. According to the restrictions provided in the study, the sample is selected based on classification and simple random sampling method in each category which consists of 27 tax administration experts in the province. Collecting data in this study is based on the survey and library methods. The present research framework includes two main parts. Results from the recognition in the first stage, confirmed the main ten factors and twenty-six sub criteria. The results of the hierarchical analysis showed that planning criterion (strategy) is allocated first priority among the main criteria. Then workforce management standards, rules and regulations, decision-making and monitoring are the next priorities. Meanwhile, tender problems are the least important.
