Impact of Globalization and Challenges of Welfare State in the Context of India

Abstract

Globalization has profoundly reshaped socio-economic and political landscapes worldwide, with significant implications for welfare states, particularly in developing countries like India. This paper examines the impact of globalization on the welfare state in India, analyzing how market-oriented policies, liberalization, and integration into the global economy have influenced social welfare provisions. It also explores the challenges posed by globalization to India’s welfare state, including economic disparities, privatization, and the erosion of social safety nets. Additionally, the paper attempts to link globalization with the concept of the welfare state, addressing notions that the welfare state is significantly challenged by globalization’s borderless approach. While welfare regimes are traditionally focused on the needs of specific countries, the pressure to remain competitive in a globalized environment often encourages the adoption of common welfare programs. However, this challenge is complex, as welfare programs are deeply rooted in long-standing traditions that have shaped nations’ current socio-economic structures. Simultaneously, younger nations are developing welfare regimes tailored to their governance capacities and economic agendas. These differences make globalization a point of both convergence and divergence, depending on where a nation’s interests lie. Using various perspectives and approaches, this paper concludes that globalization has strengthened and improved welfare systems in developed countries, where convergence is more apparent. In contrast, developing nations have unique welfare regimes that are adapting to globalization in a non-linear, context-specific manner. This diversity explains why there is no unified welfare regime among these countries.
