Tribal Empowerment through Inclusive Governance and Sustainable Development: A Case Study of Meghalaya

Abstract

Tribal communities in the Northeastern state of Meghalaya enjoy a distinct socio-political position under the Sixth Schedule of the Indian Constitution, yet they continue to face challenges of marginalization, environmental degradation, and economic exclusion. This paper critically examines the intersection of inclusive governance and sustainable development as pathways for empowering these communities. Drawing upon secondary sources, government reports, and case-based evidence, the paper investigates how traditional tribal institutions interact with modern governance mechanisms, and how innovations such as renewable energy, eco-tourism, and digital technology impact empowerment. Findings reveal that community-driven natural resource management, women-led cooperatives, and decentralized renewable energy projects significantly strengthen resilience. The study argues that empowerment requires not only constitutional safeguards but also institutional reforms, ecological sensitivity, gender inclusion, and technology adoption. Policy recommendations include strengthening Autonomous District Councils (ADCs), embedding women’s representation in governance, promoting community-owned green energy, and upscaling drone-based and telemedicine solutions in remote tribal villages.
