Air pollution has emerged as one of the most pressing urban challenges of contemporary India, and as India’s most populous state, Uttar Pradesh faces an acute convergence of rapid urbanization, weak environmental infrastructure, and rising air-quality challenges. Within this national landscape, Uttar Pradesh stands out as one of the most critically affected states, consistently recording some of the highest particulate matter concentrations in the country. Factors such as dense population, mixed land use, congested transport networks, informal industrial clusters, and widespread waste mismanagement intensify the problem. At the heart of this challenge lies Lucknow, the state capital, where the interplay of weak municipal capacity, fragmented environmental governance, and socio-spatial inequality creates a distinctive pollution profile. Lucknow’s rapidly expanding urban footprint, from around 54 sq. km in 1991 to over 261 sq. km by 2021, with the eleventh most populous city and the twelfth most populous urban agglomeration of India, combined with inadequate infrastructure, uneven enforcement, and stark contrasts between affluent and marginalized areas, makes it a crucial case for understanding how governance structures influence air quality outcomes at the city scale. It is within this state-to-city context that the need for systemic, locally grounded solutions becom es most urgent.
Greenpeace India (2023) reported that Lucknow’s annual PM2.5 and PM10 levels (79.24 μg/m3 and 140.9 μg/m3) exceeded WHO safe limits by 15.8 and 9.3 times, respectively, while NO2 was 3.3 times above safe levels, with PM2.5 recorded daily during 2021–2022, highlighting the urgent need for stricter pollution control measures. Meanwhile, Hindustan Times (November 5, 2025), reporting CSIR-IITR monitoring data, noted that Lucknow’s post-monsoon PM10 (106.1 μg/m3) and PM2.5 (64.7 μg/ m3) levels exceeded the National Ambient Air Quality Standards of 100 μg/m3 and 60 μg/m3, respectively-underscoring how persistently critical the city’s air quality remains.
While efforts such as emission controls, dust-management initiatives, segregation-based waste collection, pay-as-you-throw policy, legacy-based management, and urban-planning reforms demonstrate intent, their impact remains uneven without coordinated, adaptive governance. This paper systematically assesses the efficacy of air pollution policies in the capital city of Lucknow, Uttar Pradesh, with a focus on regulatory frameworks, enforcement practices, and institutional coordination. Drawing on government data, field interviews, and recent air-quality trends, the study identifies several structural constraints-including fragmented administrative authority, limited interdepartmental collaboration, fiscal and technical resource shortages, and low civic engagement-that undermine effective policy implementation.
A comprehensive evaluation was carried out across all eight administrative zones of Lucknow, integrating historical review, policy analysis, and forward-looking solutions supported by mixed-method data collection, survey instruments, and technical assessment. This study argues for a more integrated, data-driven, and community-centered approach capable of steering Lucknow towards sustainable urban resilience. Also, this study will shed light on both the strengths and shortcomings of current interventions; it offers pathways for reimagining policy action that can carry the city beyond its smog-laden present into a healthier, more breathable future.
