E-governance in India needs new project management paradigm

Abstract

The porpose of implementing e-governance is to enhance participation, transparency and accountability among stakeholders of the governance. Major stake holder for any governance in India is the common man. Government agencies in India are trying to serve citizens through web interfaces, thus reducing or removing the need to physically moving to the point of services, reserves its unity in wide diversity in respect of various indices like: economic level, education, language, culture, behavior, IT- preparedness besides others. A modified approach to IT project management is required for the implementation of any e-governance project in India. The approach must be evolutionary and equipped with both national and local approach. National view must be clear about the expectation from the project and local approach should clearly define the madnap of its implementation considering the holistic local conditions and its usability to the local inhabitants.
