Horticulture has emerged as a central pillar of agricultural transformation, contributing significantly to nutritional security, rural livelihoods, employment generation and export competitiveness. The sustainability and productivity of horticultural production systems depend fundamentally on the availability of genetically authentic, physiologically vigorous and Phyto sanitarily safe seeds and planting material. Unlike cereal crops, horticultural crops rely on diverse propagation pathways including hybrid seeds, grafted plants, bulbs, tubers, rhizomes, suckers, cuttings and tissue culture plantlets. These propagation systems enable rapid multiplication of elite genotypes but simultaneously increase the risks of varietal admixture, clonal degeneration and dissemination of pests and pathogens. The multiple dimensions of planting material quality including genetic fidelity, physiological vigor and phytosanitary integrity are examined in detail. Diagnostic methodologies ranging from classical seed health testing and biological indexing to molecular diagnostics, genomic tools and artificial intelligence-based detection systems are discussed. Emphasis is given to clean planting material systems in vegetatively propagated crops such as citrus, banana and potato. The historical evolution of citrus budwood certification programmes during the mid-twentieth century and their influence on modern clean plant programs are analyzed. National initiatives including the National Certification System for Tissue Culture Plants (NCS-TCP) and programmes under the Mission for Integrated Development of Horticulture (MIDH) are reviewed. Emerging technologies such as digital traceability, machine learning and hyperspectral imaging are examined for their potential to strengthen horticultural biosecurity. Integrated diagnostic and certification systems will be indispensable for ensuring reliable planting material supply chains and achieving sustainable horticultural growth during India’s Amrit Kaal.
