Abstract

Ceaseless inclusion of cross-border migrants into the population of the districts of West Bengal along international boundary, especially along Indo-Bangladesh border, result into typical change in demographic, economic and socio-cultural characteristics. Rural areas of these districts experience a rapid population growth and more specifically a differential growth among various fields of occupation. Intensive subsistence agro-economic society is gasping with inelasticity of products, minimization of profitability, pressure of surplus agricultural labourers, gradual increase of non-working population and successive recession of income per capita. Doctrine of contemporary social science does not confine itself within consideration of the process of development as a cumulative process of enhancing physical quality of life of inhabitants; rather it tries to chalk out plans for possible best utilization of human resources through its scientific reallocation. Agriculture plays a vital role for the national economy, especially for the developing countries like India. This economic sector is required to keep healthy. The existing allocation of human resource, modified by migrant influx seems not supportive to profitable economy, so the reallocation of this resource is necessary. Effort has been made to adopt a theoretical modelling, based on the classical theories of regional growth as decision support device for this aspect.
