Measuring the level of development in societies according to the gross worldwide income is focused within the last fifty years, doing it in primitive societies was easy but in the modern world it seems difficult. Since society’s development is due to some quantitative aspects as well as qualitative ones. So in order to measure the level of development a variety of measurements are used among them we can name HDI.Since 1990 on, UN Development Program publishes an annual report in which the level of HDI in all countries is ranked. This index runs between 0 and 1. Countries with HDI of 0.9 and higher have very high HDI, 0.8 to 0.9 high, 0.8 and lower than 0.8 moderate, 0.5 and lower low one. The purpose of this paper is to analyze the level of income in Guilan in the years 1375 and 1385, and its position in the country. I hope this survey becomes of use as a trusted and reliable document for planners and national and officials so that to design provident and general plans for advancement and development of GUILAN with regard to the capacities of that province. The method used in this survey is descriptive –analytic and the references used are: Persian and Latin books, periodical magazines, the official statistics of the years 1385-1375 of the Iran’s center of statistics, articles provided in seminars and different subjects of the variety of sites. Statistical Society here is the people of Guilan regarding the human development since 1375 to 1385. After collecting the statistical data for analysis of the data the descriptive statistics in software system of SPSS was used. According to the census Guilan faced a decline of 8.4 percent and stepped downwards from 10 to 14 in the country.
