Human development measured by the level of per-capita income, life expectancy and literacy, thus, requires a level of income, material requisites of welfare as Marshall would have it, as its basis. Hence, the modern concept of human development is only as elaboration and explicit interpretation of the basic idea of economic welfare of man embedded in Marshall‘s definition of Economics.
