Level of public participation through Letters to The Editor columns 11(eleven) newspapers published in Orissa, 3 (three) Orissa editions of national English newspapers and 8 (eight) Oriya newspapers was carried out. English newspapers devoted more space in comparison to Oriy newspapers to the Letters to the Editor; column. Taking the approach, the subject, the nature of the letter into account it was found that the difference between the English and the Oriya newspapers was sharp. The participation of the readers of the English newspapers in democracy and governance was found to lie more in comparison to the readers of the Oriya newspapers.
