The Integrated Child Development Services (ICDS) is the world's largest programme of child development. Being multi dimensional, it involves various ministries/departments and organizations, therefore, a formal communication is required by the organization with an accepted pattern of hierarchical structure. Hence, an attempt is made to know various problems of communication faced by the employees of an organization i.e. organizational barriers. The study was conducted on 418 functionaries of ICDS, Rural Development Department and Health Department in Saharanpur and Muzaffarnagar districts. The study reveals that planning and organizing were perceived as barriers by the higher level functionaries, whereas the functionaries of project, sector and village level perceived coordination, staffing, responsibility & authority as the barrier in organizational communication.
