Inclusive Growth and Marginalised Groups

Since 1991 after LPG was practiced in India it, increase in GDP growth coupled with gradual but definite shift from a predominantly agrarian economy to a service led industrial economy. Unfortunately this high growth has not percolated down to the poor and has actually increased the divide between have and have nots. In this backdrop this paper is an attempt to analyze the current position of India's deprived groups- particularly Dalits and Adivasis amongst other socially excluded groups. While poverty debates highlight severe inequalities among different groups but they tend to pay insufficient attention to the nature of exclusion these groups suffer from. The conclusion provides ideas about ways to strengthen policies regarding deprived groups which definitely should be more inclusive. With the focus on targeted poverty programs the nature and causes of deprivation receive little attention which has to be corrected.
