Abstract

Woman is not only counter part of male but also creator of male on this earth but it is also a hard core truth across the globe that male dominated society never accepts this fact and it made woman as a subordinated creature instead of being a carrier of culture woman could not fully enjoy life and she is treated as caretaker of the society but society does not recognise her identity, dignity and capacity of equality as male has. Genetically all female creatures are more active and strong than males but due to impact of culture woman became a suppressed being instead of a free and equality oriented being. Such situation continued till 70′s and beginning of 80′s but after that situation of women is turning in their favour.

In Indian context 73rd constitutional amendment in 1993, women got a free space to project and prove themselves as an elected member of panchayat of villages under Pnachaytiraj act 1993. It is well established fact that it is not an easy task to ignore the impact of conventional society which put women at nadir, so male oriented society is not fully convinced to accept the efficiency of women outside the home and when her act is associated with administrative and quasi judicial in the ambit of panchaytiraj, an evaluation and examination are required to know the real situation women after the commencement of Panchaytiraj act 1993. Present research work will try to examine those factors and areas which are creating hurdle in the full swing development of women as administrator, public representative or as Gram pradhan.
